The Bug

End portals can generate in invalid locations if the end portal frames are rotated incorrectly.

Steps to Reproduce

Build the setup as shown in the attachment below. setup.png
Place an eye of ender in the end portal frame that doesn't have one, and as you do this, take note of where the end portal blocks generate.

Observed Behavior

End portals can generate in invalid locations if the end portal frames are rotated incorrectly.

Expected Behavior

End portals would not be able to generate in invalid locations when the end portal frames are rotated incorrectly. Instead, end portal blocks should always be generated within the end portal frames.

Relates to MC-207208.

The causes of this bug are:

Block pattern of end portal can be rotated.
MC-207208: A frame that is not adjacent to the portal can also activate the portal.
