Occurs when using /setblock command. I do /setblock ~ ~-1 ~ stone and it places correct, but when I go above it by roughly 15-20 blocks (sometimes along with + / - 1 block in either X or Z), and run the command with "quarts_block," it places, but immediately becomes invisible with a Ghost Block version of the stone block offset in a random direction (almost always directly above the stone block). Look at the screenshots for visuals.

EDIT: Also, if a block is placed on top of the quartz block, it reappears, but then the stone block's texture vanishes, and Ghost Block copies of the quartz blocks appear above the stone block (basically, whatever is built attached to the quartz block is copied above the stone block). It reverts if a block is placed on the side, however. (And, if needed: Stone Block is at Y=19, and the Quartz is at Y=38-40.)

After a bit more in investigating, it turns out to be a rendering error when rendering textures. F3+T temporarily fixes it, until the camera is moved a bit toward where the Ghost Blocks would be, and they reappear.

Bug apparently is switched off if Launcher is set to remain open.

Tested in 1.8.9. Bug does not occur.
