When falling, the new Elytra don't catch the wind, resulting in normal falling.
How to reproduce:
1: Create new Creative world
2: Grab Elytra from Creative inventory
3: Equip Elytra
4: Go up to high place and fall

The screenshots clearly show the player falling towards the ground with the Elytra attached, but not gliding.
