When I move my mouse over the launcher, a weird graphic problem happens

      When I open the launcher and begin moving my cursor toward the play button, the launcher begins to have some graphical issues, as shown in the image provided. This started recently, I tried reinstalling the Minecraft msi file but that has done nothing.
