Well that's not AMD as suspected elsewhere, but your driver is outdated.
Please update to current driver 368.39.

That is not what happens to me, the launcher windows DO update, they just get a seizure and move when I try to hover over them

Please force a crash by pressing F3 + C for 10 seconds while in-game and attach the crash report (minecraft/crash-reports/crash-<DATE>-client.txt) to MCL-4687.

there you go video of it happening, this is not the gui not updating, it is updating but the fucking launcher gui having first a headache then a serious seizure.

Hey mods, I dont mean that they dont update, they update, but they update weirdly, meaning they change position when I mouse over them, jumping from place to place.
