When applying /title <target> times <fadeIn> <stay> <fadeOut>, <fadeOut> is always set to the same as <stay>. 

Example:

Run /title @a times 1 20 1

Run /title @a title test

"Test" will appear over 1 tick, stay for 20, and fade out over 20.
