Raid Captains not spawning?

      Our illager outpost no longer spawns captains, only 'normal' illagers. As a result of this we cannot get bad omen. I afkd for around two hours and have loot from dozens of illagers but not a single captain (nor any raid loot, as bad omen was never applied.)
