above ground the sun seems to have a constant shadow being cast from it when looking at the ground, and blocks at random seem to lose all their illuminance as if they are in a dark area or something, when there is no direct sunlight on the blocks the glitch seems to not show, so I'm not sure at all what the cause is for this

It has happened on multiple recource packs i have used with the RTX beta, I've clean installed graphics drivers as well as minecraft itself and nothing seems to change it.
