FPS bug caused by gfx_vsync & gfx_max_framerate

      Steps to reproduce:

      1. Go to the following location on your computer to access the options.txt for Minecraft Bedrock Windows 10 Edition -->

      C:\Users*Username*\AppData\Local\Packages\Microsoft.MinecraftUWP_8wekyb3d8bbwe\LocalState\games\com.mojang\minecraftpe\options.txt

      2. Access the options.txt and navigate untill you find GFX_VSYNC:1 and proceed to change GFX_VSYNC:1 TO GFX_VSYNC:0.

      3. Then edit GFX_MAX_FRAMERATE:0 To any desired number. For Example GFX_MAX_FRAMERATE:240.

      Observed Results:

      1. When applying both these changes it does not apply maximum frame rate correctly

      2. When loaded into Minecraft Main Menu/Game I get 64FPS.

      Expected Results:

      1. When I apply these changes to the Minecraft Bedrock Windows 10 Edition I should get 240FPS without VSYNC enabled.

      PS:

      This is a weird bug and us PC Gamers would appreciate this to be corrected as disabling Vsync decreases input lag. But most importantly being able to set a max frame rate cap is very good for your Graphic Processer Unit.
