It does not change for any version, any beta, any position, or any time. The soul torches in Minecraft RTX seem to glow red, exactly like the Redstone ones. No resource pack can change it, considering that it is a light that is built into the torch itself. So even if the emissive color of the Soul Torch texture was blue, it would not affect the red glow what so ever.
