When changing the Player Permission setting: "Use doors and switches" to "no" it disabled more then just doors and switches it also disables dropping items for players.
I don't think this is what this setting should do.
Or this was implemented into the setting and was given the wrong name.

My suggestion for this issue is that you make a separate setting for disabling dropping items for players.
