Creepers and Zombies spawn on stair blocks and bottom slab blocks when the light level is low. Normally, they would not be able to spawn because they are not full blocks.

This issue occurs on Minecraft Bedrock Realms so far. I would appreciate it if it were confirmed anywhere else.
