When Blazes float above Players or mobs that they are fighting, they look upwards away from the entity instead of down.
To replecate:
1) Spawn a Blaze in creative and switch to survival.
2) Come close to the Blaze and let it float above you.
3) It will look up instead of down.

This also happens on v0.13.1.
