Bees become aggressive when I, or my friends, collect Honey from hives (both naturally generated and crafted hives) with a Glass Bottle, even though there are Campfires underneath them. I noticed this on a Realm on which my friends and I have been playing since 1.16.

Before 1.17, the Bees in these hives remained passive when we harvested the Honey.

We are a Cross Platform community and all members have confirmed this issue.
