Phantom ranged attack nullified

      In an attempt to create a new behavior for the Phantom for an add-on, I was experimenting with making a Fire Phantom, which is able to shoot small fireballs. Currently adding the minecraft:behavior.ranged_attack and minecraft:shooter properties to a phantom with their existing moverment behaviors does nothing, even with the swoop attack removed.

      The only way I've found to get a phantom to be able to use a ranged attack is if a minecraft:navigation property is added, however any time this type of property is added, the phantom's movements get all messed up and they no longer circle around the player.
