Even with the simulation distance at 12 chunks, the mobs will always spawn in a range of 2 or 3 chunks, they appear and then clone themselves in 2 or 3, the same happens with the textures of algae or grass appear in a 2 or 3 chunks range, maybe for optimization but simulation distance doesn't seem to work, weird.
