VR - Snap-turn angle not returning to a world-relative angle

      Intended result:  Using snap-turn, the player's view should snap to the next angle relative to the world.

      Current observation:

      • Wheel turning still works; the player can set any angle outside of the selected one.
      • Upon using normal snap turning, the turning will follow this new "root" angle set by wheel turning, rather than automatically snap to the nearest angle relative to the game world.
