As the Windows 10 edition of Minecraft is meant to be run on fully powered desktop and laptop computers as well as other devices, it should be able to support worlds with the same height limit as the proper PC edition as the hardware is capable.

The reduced height limit will and does come as an unwelcome surprise to those who would switch to Windows 10 edition from the normal PC edition.
