REDSTONE does not travel -10 or -11 levels underground

      I built a small hut with a 1x4 hole in the middle to push basalt up with a toggle-able
      Redstone clock and pistons. If I am at y= 51 and push a button connected to the clock
      Circuit it will start the clock and move the pistons in step with
      The clock, It will not function if I press a button connected to the same circuit at the surface level of y=64. I have tested with a lever at y=64 to see if the redstone is completing its travel through the circuit, it is, and when I jump down the pistons activate and the clock
      turns on(albeit fully powered) but only when I am near to y=51. My enable circuit works though which has to travel the same distance from y=64 down to y=51. The clock consists of 3 repeaters that feed 4 sticky pistons with soul soil attached.
