Chunks reload when opening Settings menu or pressing F11

      Summary:
      In 1.19.20.20, all chunks reload when you open the Settings menu or press F11.

      Steps to Reproduce:

      1. Open a world
      2. Press F11 or open the pause menu and click on Settings

      Observed Results:
      All chunks reload.

      Expected Results:
      The chunks shouldn't reload.

      I'm not able to provide a video of this occurring when pressing F11 because pressing that button stops the Game Bar recording.
