Impossible to earn achievements in flat worlds that were created in Survival mode

      Steps to Reproduce:

      1. Make sure you have the new "Create New World" UI.
      2. Select Survival mode in the General tab, and enable Flat world in the Advanced tab.

      Observed Results:
      Achievements are disabled, despite cheats not being enabled and the default player permission not being Operator.

      Expected Results:
      Achievements are enabled.
