/msg and /setmaxplayers should be available without cheats!

      I noticed that the /msg command and / setmaxplayers command are only available with cheats on. I strongly believe that these two commands should accessible without cheats, for players should be able to message other players privately, and the owner of a world should be allowed to change the max number of players without turning off achievements. For instance, I recently created a survival world with my friends. However, I had to turn cheats on and disable achievements, for I wanted to play with more than 5 friends. Even though players could just create a server and set the player limit there without cheat, some of them do not know how to make a server. And even though some players could just message each other privately on discord or any other texting app, some of them do not have these programs. Also, /setmaxplayers and /msg do not allow player to cheat unlike other commands, so what is wrong with not allowing them without cheats? I believe that all players should be able to use /msg in non-cheat world, and only the owner of the world should be able to use /setmaxplayers. I would really appreciate it if Mojang would change this, for I do not want to turn off achievements anymore on my multiplayer survival worlds anymore.
