What happened : Because of recent bug fixes tools don't show pop up animation when used. It help to us to know that our tools is used. And if it is a tool with unbreaking enchantment it showing that item is not used. 

What need to happed : Tools need to have item pop up animation when being use. It's a feature not a bug. 

Please mojang team bring this feature back.
