Whenever second player signs in on the same console, the game claims the controller disconnected and won't allow second player to move. It offers the player to sign in as player 3 instead if it even allows player 2 to load into the world. 

We have tried saving and exiting the world. We have tried different controllers and ports, we have tried closing out the game and reloading it. None of these seem to fix the issue.
