Bug description:

Minecraft Bedrock Hotbar doesn't match to Java Hotbar

Current results:

if you hope on to Minecraft bedrock and create a world you will see that the hotbar is moved up than java edition, meanwhile on java edition the hotbar is lock on to the bottom of the screen.

Steps to reproduce:

1. open Minecraft bedrock
2. create a new world
3. look at the hotbar and compare it to java edition hotbar
4. open Minecraft java
5. create a new world
6. look at the hotbar and compare it to bedrock edition hotbar
