Mobs are regularly spawning on blocks with rail track on them. I have rails on solid blocks with lower half slabs on either side. Video shows zombie piglin spawning but I have also seen other mobs such as piglins in this spot.

First part of the clip shows the mob appearing, second part is to show the blocks where it spawned. 

Location is in the nether in a basalt delta.
