“Require players to download resource packs” not functioning

      Whenever I turn on “Require players to download resource packs” Nobody can join my world. Whenever I turn off “Require player to download resource packs” Nobody can see any pack I currently have activated. This seems to be affecting any addon or resource pack I have activated. What seems to be causing this problem?
