Trying to create a supply of villagers who have been turned into zombies that are then cured for discounted product. It turned on almost immediately,  then refused to turn any others. It is on hard mode and even when I leave the vicinity the drowned barely spares any villagers a glance. They are all in water, along with the villager. I have even tried to make the water they are in connect to no avail.

As the picture shows, even when it is night, on hard mode, in water next to the drowned, he does not even attack me.
