The UIs in question are the non-web based ones, such as Settings.
Specifically referring to touchpads and touchscreens, but this may also affect mousewheels. I'm comparing it to UWP/WinUI apps like Settings, the Start Menu, and even to win32 apps like Chrome and Edge, which have tried to replicate the scrolling experience of UWP apps.
The scrolling is also quite choppy.
Thankfully Minecraft: Bedrock Edition scrolls pixel-by-pixel instead of line-by-line with touchpads and touchscreens!
