I am trying to buy the Collectibles Tracker from Oaken but when I visit the trading post, Oaken is nowhere to be found.

I have left and returned to the trading post many times, rung the bell to see if that will summon him, checked the surrounds and he is not there.  

In walkthrough videos of the map, he is always in the trading post.
