The spawn chunks are not getting loaded, when the player leaves the spawn it doesn't stay loaded

crops and mobs stop running, so small mobs and seeds don't grow, redstone systems don't work, items and blocks that use ticks to work
(furnaces, hoppers, minecart with hopper, redstone items) stop working
