Issue : Most plants (flowers, saplings, grass) cannot be placed on sand or gravel, but bamboo can.
Expected Results : Most plants (flowers, saplings, grass) can be placed on sand or gravel.
Reproduce Issue :
1.Place a bamboo at sand and gravel.
2.Then try to place a plant such as flower,saplings or grass.
