To collect an item, I have to be on the block right next to it. If I recall correctly, you do not need to be so close in order to pick it up. I must also wait longer than necessary to have it collected. I am unsure if this can be changed by setting, and I do not have any textures nor mods on (I have turned fancy textures off to reduce lag).
