Steps to Reproduce:
- Let a mob fall into 1 block deep water. If it's flowing or still standing water doesn't matter.
- observe
Observed Results:
- The mob takes the fall damage instead of canceling it due to the water.
Expected Results:
- The mob should have gotten no fall damage.
Notes:
- I encountered the bug while using my mob farm and I was wondering why they kept dying.
- The player also gets an interesting result when falling into 1 block deep water: The player doesn't make a splash sound and instead you get the hard fall damage sound but you get no fall damage.

This issue appears to me to be fixed in 1.20.40 on Windows 10 using a test rig similar to those in the attached videos. (My test rig may not be identical because I don't know the fall distance used in those videos.)
If commenters are still having the issue, please reply stating more details:
If the issue is happening with undead mobs, please be sure to block the sun from getting to them so you don't see them burn and mistake it for fall damage.
