Banners in the inventory/creative slots start animating if there are placed banners being rendered and the player isn't holding one.

Steps to Reproduce:

1. Place a banner somewhere you can see it.
2. Stop holding the banner.

Observed Results:

The banner in the hotbar starts "mimicking" the placed banner animation.

Expected Results:

The banner in the hotbar should not animate just like when you're holding it.
