I started a new world under Bedrock 1.20.12.  Villagers have NEVER bred (giving them potatoes, bread, carrots, beets in varying amounts, plenty of open beds, plenty of open work stations, village bell accessible).  Still not breeding under updated 1.20.30.

Likewise, farmers (both novice and master) will harvest plants but will not plant any new ones, even when given an overload (5 slots, 64 seeds/potatoes/carrots/beetroot seeds, etc) of plantable materials, they do not plant on tilled and watered land.

UPDATE - Mob griefing is on.  Villagers pick up bread, potatoes, beetroots, carrots but do not reproduce - plenty of beds, doors, work stations.
