I tried getting a structure that I saved with a structure block that had an item in it to load. It loaded, but the item did not appear

Steps to Reproduce:
1. Go on a world with cheats
2. Get a structure block
3. Create and save a structure
-The only thing that matters is that the structure block saves at least one item.
4. Load the structure

Observed Result:
The structure loads. Just without the item(s).

Expected Result:
The structure should load with all items saved to the structure.
