When changing the slider for "Text Background Opacity" in Accessibility settings, the number does not visually scale correctly. For example, instead of "4%, 5%, 6%", you get "4%, 4%, 6%". This goes for multiple instances throughout the slider (e.g. 9%, 9%, 11%; 14%, 14%, 16%). This issue also applies to the "Action Bar Background Opacity" slider.

Steps to reproduce

1. Go to Accessibility options and look for the "Text Background Opacity" or "Action Bar Background Opacity" slider
2. Observe the number as you adjust it

Expected results
The slider should correctly count up by increments of 1

Actual results
Slider repeats numbers and doesn't correctly count up in increments of 1
