[Parity Issue] Unable to access cheats in Hardcore Mode

      Steps to reproduce:

      1. Create a hardcore world with the "Visible for LAN players" toggle enabled
      2. Go to the cheats section in the creation menu.
      3. In-game, look for any options to enable cheats.

      Observed results:
      There's no way for a player to toggle cheats in a LAN hardcore world without using the workaround like the one described in MCPE-180404.

      Expected results:
      Like in Java, there should be a toggle when LAN is enabled for players to enable cheats.
