Player punches through waterlogged blocks if chains are in front

      Suppose the player is underwater and tries to mine a waterlogged transparent block with another waterlogged non-full block in front of it. In that case, the player will not be able to break/interact with the waterlogged block from the face with the waterlogged non-full block.

      Steps to Reproduce:
      1. Go to an ocean and place a block like copper grates or mangrove roots underwater
      2. Place a chain, glass pane, iron bar, or trapdoor on any face of the waterlogged block
      3. Be underwater and punch the waterlogged block from the side where you placed the chain

      Observed Results:
      The player punches through the block as if it isn't there

      Expected Results:
      The player breaks the waterlogged block
