Zombified Piglins, Stray, wither skeleton and other illagers cannot pick up and wear the Illager banner

      Some undead mobs do not pick up illager banners from raid captain or patrol captains, as well as illagers like the vindicator 

       

      Steps to reproduce: 

      1. Summon a pillager with an illager banner, kill the pillager and it will drop the banner
      2. Spawn the mentioned mobs 

      Expectations: the mentioned mobs will pick up and wear the illager banner 

      Observation: The mentioned mobs ignore the banner
