The Mace is not possible to max enchant by normal means, villager trading is required for max enchants. To replicate enchant a normal Mace with an anvil in this order density 4, density 4, fire aspect 2, unbreaking 3, mending, and lastly, because you can only get wind Burst 1, you have to manually combine 4 books to get to level 3. And you can only get density 4 in enchanting tables. (Even if it did one extra anvil visit and it would say "Too Expensive!") Doing all of it while in survival and trying to combine the Mace with the book ends up with the "Too Expensive!" message. To actually be able to get it is to have density 5 already on a book and just barely you can upgrade.

I had to look for 4 wind Burst 1 books just for this to appear.
