In Minecraft: Java Edition, any gamerule can be changed when creating a new world, without needing cheats to be enabled. However, this is not the same in Minecraft: Bedrock Edition, as a very inconsistent amount need cheats, regardless of how "game-breaking" or cheat-like they are. For instance:
- Both TileDrops and MobLoot can be disabled without cheats.
- MobGriefing needs cheats, whereas TNT Explodes does not.
- keepInventory needs cheats.
- Bonus Chest and Starting Map can be enabled without cheats.
- Although MobLoot can be disabled without cheats, MobGriefing needs cheats to be disabled.
Overall, I believe this should be on parity with Java, where any gamerule can be set on world creation, without enabling cheats - with a couple exceptions, such as CommandBlocksEnabled and Education Edition, which should require cheats.
