Parity issue: Most gamerules (i.e keepInventory) require cheats to be enabled in Bedrock.

      In Minecraft: Java Edition, any gamerule can be changed when creating a new world, without needing cheats to be enabled. However, this is not the same in Minecraft: Bedrock Edition, as a very inconsistent amount need cheats, regardless of how "game-breaking" or cheat-like they are. For instance:

      • Both TileDrops and MobLoot can be disabled without cheats.
      • MobGriefing needs cheats, whereas TNT Explodes does not.
      • keepInventory needs cheats.
      • Bonus Chest and Starting Map can be enabled without cheats.
      • Although MobLoot can be disabled without cheats, MobGriefing needs cheats to be disabled.

      Overall, I believe this should be on parity with Java, where any gamerule can be set on world creation, without enabling cheats - with a couple exceptions, such as CommandBlocksEnabled and Education Edition, which should require cheats.
