fish like tropical fish, salmon, cod, and pufferfish are not spawn commonly and almost impossible to find on river or ocean even tho the mob spawning gamerule is set to true
and only several mob are spawning like squid, dolphin, and drowned

Steps to Reproduce:
1.create a new world
2.run "/gamerule domobspawning true" command
3.go to a river or ocean

Observed Results:
no fish like cod and salmon are spawned on river and ocean

Expected Results:
fish like salmon and cod will spawned on river and ocean

when there's no fishes, the wait time to catch a items from fishing is much more slower
