Not sure if this is due to a bug or just the seed, but in a world generated with the seed Dragon to the SW is the nearest Stronghold. However it has only a couple rooms and no end portal. Search of the adjacent caves turns up nothing. If not a bug its a good case of a shortcomming in the generation code.
