Splash Potion of the Turtle Master does not work.

Steps to reproduce：

1. Obtain the Splash Potion of the Turtle Master.
2. Obtain the Splash Potion of the Turtle Master by throwing it at your feet or head.

Observed Results:

Just like using a splash water bottle, nothing happens.

Expected Results：

You will get Slowness and Resistance effects.
