Bushes and firefly bushes added in latest preview and beta cannot be placed on the same block as a snow layer unlike other vegetation

Steps of reproduction:

1. Place down a bush and a short grass next to each other.
2. Try right clicking both with snow layer. 
3. Snow only gets placed on the block containing short grass.
4. Use "/setblock ~ ~ ~ snow_layer" command while standing on both the bush and short grass. 
5. Snow layer only gets placed within short gras while it completely replaces the bush.
6. Repeat with firefly bush 

Expected results

Snow layer can be placed within Bush, Firefly bush and Short grass.

Observed Results

Only placed within Short grass, Ferns and Flowers.
