Problem:
Underwater fog appears even you are in AIR in some specific situations.

How to reproduce:
1. Place a waterlogged block and make sure that water won't flow here&there. (For example, a waterlogged lower half slab surrounded by other blocks.)
2. Fly up in creative mode until your head touched the waterlogged block.

What happens:
Underwater fog appears, though you are WHOLLY in AIR.

Expected:
Underwater fog SHOULD NOT appear UNLESS your eyes are dipped in water.
