High level: Death by fire tick won't trigger cobweb generating for entities affected by weaving.  Expectation is that any method of death will generate cobwebs if affected by Weaving

      Details:

Assume any mob listed has been affected by Weaving and is showing particle effect

Won't generate cobwebs How to get around and generate cobwebs
Zombie burning from daylight hit them while they burn (didn't test a lot to see if it's a race between fire ticks and attack dmg or a "max time of death after attack" thing)
Cow hit by lava blade and left to burn and die Extend lava blade duration, or double tap with lava blade
Chicken lit on fire with Flint and Steel Attack or lava blade them so damage is immediate.  Campfire works too

Seems that things that cause burning CAN generate cobwebs from their primary damage BUT burning itself does not trigger cobweb generation

Caveat oddity - If you have chickens standing on a Bottom Slab and then do a lava dispense in the full block above, the chickens do not die immediately from lava damage, but instead die from Burning (assume that based on time) BUT that does trigger cobwebs. See setup below.  Glass contains the lava flow, dispensers released lava buckets.  Have to leave the lava there for several seconds for the chickens to die, vs normal chicken+lava blade insta-kill.
