Issue 1: When using the summon command to get xp it doesn't give the player xp when he/she picks it up. Example: /summon xporb ~ ~2 ~ will spawn xp but it doesn't give the player xp.

Issue 2: True and false do nothing in commands. Example: /effect @p speed 33 3 false will still give the player particles.
